The holes blacks born before the galaxies?

According to research presented in recent days to 213esimo meeting of the American Astronomical Society , going from 4 to 8 January in Long Beach, holes blacks would have been born before the galaxies.
Until now it was thought that the ratio of the mass of the central bulge of the galaxy and the mass of the blacks holes at the center of the galaxy is constant and equal to about 700, regardless of the size and age of the galaxy.
When astronomers have used radio waves to test four galaxies dated to about 1-2 billion years after the big bang discovered holes blacks who did not respect this relationship. The mass of the central bulge of the galaxy instead of being 700 times the mass of the blacks holes at the center of the galaxy was only 30 times as much .
One possible explanation for this discrepancy is that the blacks holes are formed first and the galaxy has grown around them, said Chris Carilli, a researcher at the National Radio Astronomy Observatory in New Mexico.
Another possibility is that the galaxy and blacks holes are formed at the same time but then have grown at different rates.
